The illicit cultivation, distribution and sale of cannabis, oil, resin, herb and leaves are covered by the Index. Consumption of the drug while not in and of itself a form of organised crime, was considered in determining the ‘reach’ of the illicit drug market. Recognizing the growing legalization of cannabis production, sale and consumption across countries, the Index focused solely on areas where an activity was criminalised and/or where criminal groups were involved in the supply chain.
