Refers to profit-seeking individuals or entities who own, manage or control a segment of the legal economy free from state ownership or control, that collaborate or cooperate with criminal actors as the driving force, willfully, through coercion or neglect. Activities include, but are not limited to, the laundering of illicit proceeds, acting as informants and legal representation through unethical means.
